Independent Chair

Carol Horner is the newly appointed independent chair of the Steering Group tasked with establishing an independent single register and regulatory body for homeopaths.


Broadly speaking, the immediate priorities of the independent chair are:


Commenting on her appointment in June 2008, Carol said:

“I am delighted to have been appointed as Independent Chair for the Steering Group for the Independent Single Register & Regulatory Body for Homeopaths.

I have a long established background in healthcare and particular in regulation and feel very strongly about the importance of effective communication with all those involved in the development of regulation for homeopaths.

In my opinion, this is a critical time for homeopathy and I am excited at the prospect of the evolution of the new regulatory body, building on the extensive work that has been done to date.

I believe that the setting up of an independent single register and regulatory body for homeopathy is vital as there are many external matters facing healthcare today and in my opinion the welfare of the patient is of paramount importance”



Biography
Carol qualified as a nurse at St Mary’s Hospital Paddington in 1973, specialising in coronary care, before becoming a fund holding manager for a first wave fund holding practice. She also trained and qualified as an acupuncturist and for thirteen years provided an NHS acupuncture service within primary care, until 2003.

During that time Carol completed an MSc in Complementary Therapy Studies at the University of Westminster, followed by a teaching certificate in adult and higher education.

Carol has set up and run a multi disciplinary complementary therapy clinic; was Vice Chair of the British Acupuncture Council until May 2002 and a Non Executive director of Wycombe Primary Care Trust until 2006. She is a Fellow of the Royal Society of Medicine, a member of the British Acupuncture Council Professional Conduct Committee and has considerable knowledge and understanding of complementary and orthodox healthcare.

In 2003, Carol was appointed by The Prince’s Foundation for Integrated Health as Independent Chair for the British Council for Yoga Therapy, working toward voluntary self regulation and working in partnership with Skills for Health on National Occupational Standards for Yoga Therapists.

Carol has worked for two strategic health authorities for several years as an Improving Working Lives Co-ordinator, before working for a Southern Irish healthcare company as a Director of Business Development. Most recently, she was invited by the Chinese community to undertake a pilot study to look at standards within the Chinese high street outlets as acupuncture and herbal medicine moves towards statutory regulation.
